Till 1931, Indians candidate were appointed against 20% of the total posts of Superintendents of Police. After 1920, the exam also started in India. For the selection of police for Indian, the first exam was held in England in June 1893, where top-10 candidates were appointed as Assistant Superintendents of Police. This led to the establishment of the first Public Service Commission on 1 October 1926 under the chairmanship of Sir Ross Barker. From 1922 onwards, the Indian Civil Service Examination was begun to be held in India, first in Allahabad (U.P) and later in Delhi (Capital of India) with the setting up of the Federal Public Service Commission. The next 50 years, Indians conduct for simultaneous examinations to be held in India without any success because the British Government who did not want many Indians to qualify and enter into the ICS.
